Fouls & Penalties Simplified
Following is a list of penal and non-penal fouls. Please refer to your "Laws Of The Game" book for additional information on each particular foul.
PENAL FOULS
Restart with a Direct Free Kick (DFK) or Penalty Kick (PK), depending on where the foul was committed |
- Kicking or attempting to kick an opponent.
- Tripping or attempting to trip an aopponent.
- Jumping at an opponent (whether or not contact was made).
- Charging at an opponent.
- Striking (hitting) or attempting to strike (hit) an opponent.
- Pushing an opponent.
- Tackling an opponent to gain possession of the ball, but making contact with the opponent first.
- Holding an opponent.
- Spitting at an opponent (also a sending-off offense).
- Handling the ball deliberately (except the goalkeeper inside his own penalty area).

NON-PENAL FOULS
Restart with an Indirect Free Kick (IFK)

- Dangerous play.
- Impeding progress of an opponent (obstruction).
- Preventing the goalkeeper from releasing the ball form his hands.
- Touching the ball a second time after the ball is in play following a goal kick, corner kick, penalty kick, or free kick.
- Wasting time (includes the goalkeeper holding the ball more than 6 seconds).
- The goalkeepr touching the ball after a deliberate kick or throw in frm a teammate.
- Committing any other offense not previously mentioned for which play is stopped to caution or send-off a player.

CAUTIONABLE OFFENSES
(YELLOW CARD)
Not recommended in U10 and younger divisions |
- Unsporting behavior (including particularly hard fouls).
- Dissent by word or action.
- Persistent infringement of the Laws Of The Game.
- Delaying the restart of play.
- Failing to respect the required distance at a free kick or corner kick.
- Entering or re-entering the field of play without the referee's permission.
- Leaving the field of play without the referee's permission.

SEND-OFF OFFENSES
(RED CARD)
Not recommended in U10 and younger divisions |
- Serious foul play (includes tackles from behind which endanger the safety of an opponent.
- Violent conduct.
- Spitting at an opponent (also a penal foul) or any other person.
- Denying a goal or obvious goal-scoring opportunity by deliberately handling the ball (except a goalkeeper inside his own penalty area).
- Denying a goal or obvious goal-scoring opportunity by any offense punishable by a free kick or penalty kick.
- Using offensive, insulting, abusive, or threatening language or gestures.
- Receiving a second caution (yellow card) in the same game.

Referee Rules & Guidelines
There is a lot to being a successful AYSO referee. A lot of knowledge needs to be learned. A lot of games have to be played and watched. And a lot of responsibility has to be assumed. Here we've provided a quick set of very basic referee rules; in the near future, we'll have much more detail, plus links to referee-specific websites of value to you, the experienced or aspiring AYSO referee.
It is the duty of each AYSO referee to:
- Control the game.
- Be aware of and enforce Malibu AYSO Region 759's 'no-dissent' policy: the referee's call stands.
- Ask and parents, coaches, and players who are disruptive or abusive to immediately leave the playing area.
- Know that AYSO holds use permits for any playing fields it uses, and therefore reserves the right to remove any person or persons at any times.
AYSO Referee's Code Of Conduct
AYSO has developed the following Code Of Conduct which all referees are expected to fully adhere to:
- Always remember: the game is for the players.
- Study and learn the Laws of the Game and understand the 'Spirit' of the Laws.
- Help fellow referees do the same.
- Learn and apply the provisions of the AYSO Natioanl Rules and Regulations.
- Encourage and enforce the AYSO philosophies of 'Everyone Plays', 'Positive Coaching', and 'Good Sportsmanship'.
- Respect other referees and their decisions, and do not publicly criticize another official.
- Wear the proper uniform in the proper manner, and maintain it in good condition.
- Keep yourself in good physical condition so you can keep up with the action on the field.
- Stay calm when confronted with emotional reactions form players, coaches, and parents.
- Honor accepted game assignments. In an emergency requiring your absence, find a replacement.
- Support good sportsmanship with a kind word to players, coaches, and parents of bvoth teams when it is deserved.
- Always be fair and impartial, avoiding conflicts of interest. Decisions based on personal bias are dishonest and unacceptable.
